A.1.13 Fair Opportunity and Requests for Quotes

Contractors will be provided a fair opportunity at the individual order level as appropriate under FAR Part 16.505(b), including use of the NASA SEWP RFQ tools.

Documentation associated with order selection is maintained by the issuing procurement office in accordance with applicable acquisition requirements.

Contractors may only market, quote, or otherwise offer IT solutions that are available under their applicable SEWP contract and associated SEWP database of record, unless otherwise permitted under NASA SEWP procedures.

If the Government issues a Request for Information (RFI) as part of market research, a contractor may provide information on items not yet available on its SEWP contract, subject to applicable SEWP requirements.

If the Government issues a Request for Quote (RFQ) or Market Research Request (MRR), the contractor responds with items available under its applicable contract at the time of quotation.

If the contractor does not have sufficient contract items to fully respond to a formal RFQ, the contractor may submit a No Bid unless the RFQ permits partial responses.

When submitting a quote to a Government end-user, the contractor must clearly state the validity period of the quotation and honor orders submitted within that period.

Contractors responding to RFIs or RFQs issued through the NASA SEWP RFQ online quoting system are expected to follow applicable NASA SEWP Contract Holder User Manual requirements.

Contract holders are prohibited from using Government information posted on the NASA SEWP Contract Holder Only Page for purposes other than responding to applicable SEWP requirements.
