The project was part of the USDA wide initiative for IT modernization, which aimed to bring all agencies under one platform to collaborate and share information across agencies in a secured and streamlined manner. NVR worked with various development and IT teams across agency and government stakeholders in defining standardized Application Lifecycle Management (ALM) process with Azure DevOps at FAS.

The DoD Healthcare Management System Modernization (DHMSM) program was established to select a configurable, scalable, and modernized Off-the-Shelf (OTS) Electronic Health Record (EHR) System. The EHR System will replace MHS legacy clinical systems including, but not limited to, the Armed Forces Health Longitudinal Technology (AHLTA), Composite Health Care System (CHCS), and most components of the Theater Medical Information Program-Joint (TMIP-J).
NVR worked with hundreds of systems as part of the development of the EHR system that replaced legacy military clinical systems, including the Armed Forces Health Longitudinal Technology (AHLTA), Composite Health Care System (CHCS), and most components of the Theater Medical Information Program-Joint (TMIP-J). Our expert IT engineers and analysts are helping to develop and test a complex range of interfaces and ensure interoperability for MHS GENESIS, which will be deployed to DOD hospitals and clinics worldwide. MHS facilities encompass 54 hospitals, 377 medical clinics, and 270 dental clinics. Over 205,000 medical staff members will use the system to deliver and document healthcare for 9.4 million beneficiaries
Air Force was using Cargo Movement Operations System (CMOS) to automate and streamline base level cargo movement processes and support rapid moving of joint military capability anywhere in the world under any conditions.
NVR provided support for upgrading the existing CMOS v7.6 application and database server software to the latest version, CMOS v7.7. This upgrade will follow the PEO/BES Systems Engineering Process (SEP) and associated guidelines to ensure proper execution. One of the primary goals is to enhance and produce software that consistently complies with DoD Security Standards, Policy, and DTR mandates while also incorporating necessary technical upgrades.
Additionally, we performed comprehensive analysis, design, development, and testing process to convert the operating system from HP-UX 11.23 to HP-UX 11.31. To facilitate user training and support, a web-based, dynamic training module will be provided. Furthermore, the project will create two-way web-based interfaces, enabling CMOS to seamlessly connect with systems distributed across the DoD infrastructure. Finally, a database cleanup script will be developed to efficiently remove outdated data from active directories.
At NIST, our primary mission revolves around advancing medical device interoperability standards through a range of crucial activities. We take on roles that encompass supporting, administering, maintaining, and creating innovative software tools. These tools play a pivotal role in the development of standards for medical devices, ensuring their seamless integration. To achieve these goals, we engage in collaborative efforts with the FDA Medical Device Safety Working Group and other relevant organizations. Our ultimate objective is to establish a plug-and-play configuration for interconnected medical devices, facilitating improved healthcare management and enhanced sharing of patient data.
Additionally, NVR extended our support to the creation of software tools that enable the development of a standard Electronic Health Records (EHR) preservation infrastructure. This initiative aligns with NIST’s broader mission and goals related to EHR preservation. It involves interfacing with existing NIST ICE and NDFS-II systems using protocols like TCP, UDP, and ACE, while adhering to ASTM-2761 standards. NVR monitored the administration of the Windows, Linux, and Unix systems that power NDFS-II for the medical device interoperability project. The importance of standardized and interoperable solutions for managing and preserving electronic health records is paramount, benefiting clinical care and medical research by facilitating data lifecycle operations across different formats and platforms.
The Social Security Administration (SSA) Information Technology Support Services (ITSS) contract named “ITSSC1” aimed at modernizing SSA’s IT Infrastructure and transforming legacy systems (COBOL/ Mainframe) to Service Oriented Architecture (SOA) / Web-based systems to support 21st century challenges. NVR provided IT Services in multiple areas, including architecture, system and application development, IT planning, cloud computing and migration, mobile solutions, web design and support, server virtualization, storage management, networking, data center migration, and information security.

The primary objective of this contract had been to facilitate the modernization of CMS business processes and the supporting systems.
Utilizing SPARC, NVR had provided strategic, technical, and program management advice, guidance, and support services to CMS. NVR effectively contributing to the modernization of business processes and supporting systems, along with their operational aspects, encompassing Initiation, Concept, and Planning Services, Requirements Services, Design Services, Development Services, Test Services, SCA Services, IV&V Services, Maintenance Services, SPARC Support Services, and Data Request Services. This collaborative effort with CMS team aimed to enhance the efficiency and effectiveness of CMS operations and IT systems.

At NVR, our primary objective was to undertake the comprehensive modernization of the EPA’s legacy systems, with a particular focus on CERCLIS. The initial legacy system, constructed using Sybase Power Builder, underwent a transformation as we re-implemented it using SPRING/HIBERNATE, deploying it on an open-source Tomcat server integrated with an Oracle Database backend. Subsequently, the EPA made strategic decisions to adopt several Oracle Commercial Off-The-Shelf (COTS) products.
NVR played a pivotal role in this transformation by orchestrating the refactoring of the custom application to seamlessly operate on the WebLogic Application Server. Moreover, we actively facilitated the procurement and integration of essential Oracle Fusion Middleware components, such as OBIEE (Oracle Business Intelligence Enterprise Edition), SOA (Service-Oriented Architecture), OSB (Oracle Service Bus), BPM (Business Process Management), BAM (Business Activity Monitoring), Primavera EPPM (Enterprise Project Portfolio Management), and Oracle WebCenter.
A critical facet of the engagement was the meticulous design and implementation of a robust and fault-tolerant production environment. This environment was meticulously architected to accommodate the refactored application and all acquired software products. Additionally, NVR provided ongoing training to EPA’s staff, empowering them to effectively harness the full potential of these diverse technical tools to align with the ever-evolving EPA requirements.
